Here is the part that catches almost everyone out. On a modern Windows machine, Restart gives you a cleaner, more complete reset than Shut down does. That is the opposite of what common sense suggests, and it is the reason our team says "restart it" rather than "turn it off and back on again." The two are not the same thing.
Why Shut down is not a full shutdown any more

When you click Restart, none of that happens. Restart performs a genuine, complete shutdown, throws away that saved snapshot, and rebuilds everything from scratch on the way back up. Fast Startup does not apply to a restart.
Shut down takes a shortcut so it can boot faster. Restart does the full, clean cycle. That is the whole difference.
So the machine you "turned off and on again" last night may still be carrying the same tired state it had yesterday, while a thirty second restart would have wiped it clean.

- It clears the memory (RAM). Over a long stretch of uptime, some applications hold on to memory they should have released. That slow, sluggish, everything-is-treacle feeling by Thursday afternoon is often just this. A restart empties memory completely and hands it all back.
- It ends stuck processes. Background tasks and services sometimes hang, or get into a state they cannot get out of. A restart closes every one of them cleanly and starts them fresh.
- It reloads Windows and your drivers from scratch. The software that runs your screen, sound, Wi-Fi, Bluetooth and printers can quietly get into a bad state. A restart reloads all of it, which is why a restart so often brings a dropped device back to life.
- It resets your network connection. A large share of "the internet is not working" and "I cannot see the printer" problems are cleared by the network stack being rebuilt during a restart.
- It finishes installing updates. Many Windows and application updates only apply properly once the machine restarts. Until then you are running half-patched, which matters for both stability and security.
Put simply, a restart returns the computer to a known-good starting point. A great many everyday glitches are nothing more than state that has quietly accumulated, and a restart wipes the slate.

You do not need to overthink this. For most people, a genuine restart about once a week is plenty, and it heads off a surprising number of problems before they start.
Restart more often if you tend to keep a lot of applications open, if the machine lives on all day and never really gets turned off, or the moment it starts to feel slow. And always restart when Windows prompts you to, because that prompt almost always means an update is waiting to finish.
One thing worth knowing, because it undoes the habit for a lot of people: sleep is not a reset. Closing the lid, or walking away and letting the screen switch off, simply puts the machine to sleep with everything held exactly as it was in memory. A laptop that only ever sleeps, and is only ever "shut down" with Fast Startup on, can genuinely go weeks without a true restart. That is usually the machine that ends up feeling slow and flaky.
A good weekly rhythm: at the end of the week, restart rather than shut down, and walk away. It is ready and clean on Monday.
If you want Shut down to be a genuine shutdown
Maybe you would rather your Shut down button did a full shutdown every time. Two easy options:
- Just this once: hold the Shift key while you click Shut down. That forces a complete shutdown and bypasses Fast Startup for that one time.
- Permanently: Control Panel, then Power Options, then "Choose what the power buttons do", then untick "Turn on fast startup". After that, Shut down behaves like a real shutdown, at the cost of a slightly slower boot.
For most people we would not bother changing the setting. The simpler habit, restart once a week, gives you the same benefit without touching anything.
